About this opportunity
Wicomico County Public Schools (WCPS) is requesting pre-qualifications from Construction Management at Risk (CMR) firms for systemic renovation projects, building updates and additions, and new buildings with a scope of $10 million or less, with qualifications due August 27, 2026.
Mandatory qualifications require a minimum of five years of CMR experience for individual firms; for joint ventures, one party must have a minimum of five years CMR experience and other parties must have at least three years CMR experience. Firms must provide evidence of bonding capacity for 100% Payment and Performance bonds, current project liability insurance, financial statements from the last three years, and references from recently completed educational projects of similar size and scope.
The scope encompasses pre-construction, construction, and post-construction services including constructability reviews, budget and schedule establishment, determination of MBE goals and objectives, trade contract solicitation, GMP establishment, work organization, contract administration, quality assurance, and all phases through commissioning, move-in, occupancy, and closeout. Project types may include minor architectural alterations, building additions, new prefabricated or metal buildings, toilet room renovations, window and door replacements, ceiling and lighting upgrades, HVAC installations or replacements, electrical and plumbing upgrades, site reconfigurations, and miscellaneous site work.
The contract will be structured in two phases: an initial Pre-Construction Phase with a fixed fee, followed by a Construction Phase upon acceptance of the Guaranteed Maximum Price (GMP). The contract will be based on the most current edition of AIA Document A133 and AIA Document A201, subject to modification by WCPS. Selected CMR firms may be required to extend contract terms to other government agencies and public entities as Cooperating Agencies.
Questions are due August 14, 2026. WCPS plans to notify selected firms of a short list of pre-qualified candidates on October 13, 2026 (tentative). Submissions must be submitted electronically in PDF format to the Euna/Bonfire portal no later than 2:00 p.m. local time on August 27, 2026, and are limited to one document not exceeding 20 MB in file size.
