About this opportunity

Howard County, Maryland is requesting Expressions of Interest for an on-call contract to provide construction inspection, engineering, and administrative services, with EOI responses due July 29, 2026 at 11:00 a.m. The County reserves the right to award one or more consultants and retains sole discretion over work assignment; all respondents must waive claims for extra compensation or damages arising from the County's assignment decisions.

The scope covers field inspection, construction management, materials testing, as-built drawings, forensic investigation, and related administrative support for water and sewer mains, stormwater management, roads, and other infrastructure projects. The assigned project manager must be a registered professional engineer in Maryland or a Certified Construction Manager with a minimum of ten years' relevant experience.

The contract term commences on or about February 1, 2027 and runs for one year with a renewal option for five additional one-year increments at the sole discretion of the County Purchasing Agent. Pricing and hourly rates remain firm for the first contract year; renewal adjustments are subject to the County's sole discretion and limited to the lesser of the Consumer Price Index or a maximum 5% increase. The County has established a ceiling multiplier of 2.8 times the hourly rate, inclusive of a maximum 10% profit, as the cost-effectiveness expectation for assigned personnel.

Evaluation uses Qualifications Based Selection, considering experience, diversity of disciplines, innovativeness, understanding of project requirements, and cost-effective personnel qualifications. Required insurance includes workers' compensation (statutory plus $100,000 Coverage B), automobile liability ($1 million combined single limit), commercial general liability ($1 million per occurrence with Howard County named as additional insured), and professional liability/errors and omissions ($1 million per claim). All policies must be maintained for three years after substantial project completion and underwritten by Maryland-licensed companies.

Responses must include a technical submittal limited to three typewritten pages (minimum 11-point font), a completed Standard Form 330, and an affidavit. A pre-submittal conference is scheduled for June 11, 2026 at 10:00 a.m. via WebEx.
