About this opportunity
The City of Durham Transportation Department is requesting qualifications for Construction Engineering and Inspection services for three transportation and transit infrastructure projects, with proposals due September 17, 2026 and an optional pre-proposal meeting on August 25. The City anticipates awarding up to three separate agreements, one for each project scope, and reserves the right to negotiate terms and award to multiple firms.
The three projects are the Access to Transit – Horton Road Guess Road to Sugarwood Place Pedestrian Improvements (locally funded), Holloway Transit Emphasis Corridor and Village Transit Center Quick-Builds (FTA funded), and Fayetteville Transit Emphasis Corridor (FTA funded). All projects are located in dense urban residential corridors with high transit ridership where continuous GoDurham transit operations must be maintained throughout construction. Firms may submit qualifications for any or all three program areas and may use subcontractors with appropriate qualifications.
CEI services encompass construction oversight, quality assurance, documentation, reporting, stakeholder coordination, traffic and transit control oversight, utility coordination, schedule and cost management, and compliance and closeout activities. The project timeline is 24 months. For federally funded projects, the City requires execution of an FTA Clauses Checklist.
Evaluation criteria are technical approach and inspection/QA methods (40%), experience and staffing qualifications (25%), project management and stakeholder coordination (25%), and schedule, cost, and risk management (10%). No budget should be included in proposals; the City will negotiate pricing based on proposed methodologies. Proposals are submitted electronically in PDF format with a maximum of five pages for experience and project references, three pages for approach narrative, and a one-page letter of interest.
Questions are due August 28, 2026 at 2:00 p.m., with City responses due September 2 at 4:00 p.m. Contact: Eric Simpson, PE, PMP, TSSP-Bus at (919) 560-4366 x 36495 or eric.simpson@durhamnc.gov.
