About this opportunity
The State of Alabama Office of the Chief Procurement Officer is soliciting on an all-or-none, sole-source basis for an annual gateway system agreement for T2 Parking systems that must interface with Global Payment/Tsys, with responses due September 30, 2026.
This is a single-year agreement effective October 1, 2026, through September 30, 2027, renewable annually by written agreement up to a total contract cost of $25,000 including the original agreement and any subsequent renewals, or for a total time period of five years from the effective date. The scope requires a gateway system that integrates with existing T2 Parking infrastructure and the Global Payment/Tsys payment processor.
Suppliers must be registered in Alabama Buys and submit responses electronically through the Alabama Buys Public Solicitation portal. All bidders are subject to the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, requiring E-Verify enrollment verification prior to award for suppliers employing personnel within Alabama. Suppliers must certify compliance with Alabama sales tax registration requirements under Section 41-4-142. The State of Alabama retains the right to conduct cost realism and price reasonableness analysis on all bids.
Price escalation requests may be considered during contract performance if material, labor, or other component costs significantly increase through no fault of the supplier, provided justification and documentation are supplied and increases do not exceed the industry-specific price index or Consumer Price Index, with approved increases limited to 5 percent of annual contract cost. The State is exempt from sales tax and does not indemnify suppliers. All resulting contracts are governed by Alabama law with venue in Montgomery, Alabama. Disputes are subject to non-binding alternative dispute resolution through mediation. The State may cancel contracts for convenience with practical notice.
