About this opportunity
The Connecticut Department of Public Health is requesting proposals for Ryan White Part B Core and Support Services delivery across nine Connecticut Council of Government planning regions, with proposals due August 31, 2026 at 4:00 p.m. EDT. The Department intends to award three separate contracts: one for an Eastern Regional Hub, one for a Western Regional Hub, and one for a Statewide Transitional Linkage to Community Coordinator focused on released inmates. All eligible Connecticut providers may respond; no set-asides or preferences are stated.
Eligible proposers must be Connecticut-registered public or private provider organizations, local health districts, community health centers, Federally Qualified Health Centers, or state agencies — individuals are ineligible. Proposers must be in good standing with DPH, demonstrate sound fiscal health with clean audited financial statements for the past three years, possess knowledge of HIV and sexually transmitted disease services to underserved populations, and maintain technology infrastructure compatible with DPH's web-based data collection system. The core scope spans eight core services and seven support services, with outcomes targets including 85% continuous medical care within twelve months, 90% viral suppression among clients receiving medical services, and 95% linkage to care within thirty days for newly enrolled clients. The program operates as a payer of last resort under the Ryan White HIV/AIDS Treatment Modernization Act, prioritizing low-income individuals with HIV, particularly racial and ethnic minorities and those facing social determinants of health barriers.
The anticipated contract value is $19.5 million in state funding over three years, with an estimated annual allocation of $6.5 million across fiscal years 2027, 2028, and 2029. Specific contract costs are negotiable with awardees. The contract term runs April 1, 2027 through March 31, 2030. An optional bidders' conference is scheduled for July 29, 2026 at 10:00 a.m. Letters of Intent are encouraged but not required, due August 10, 2026. The Q&A period runs July 22 through August 12, 2026, with responses provided weekly. Proposer selection is targeted for November 6, 2026. Contact Africka S. Hinds at DPH.HIV-RFP@ct.gov or 860-509-8030.
