About this opportunity
The City of Napa is requesting qualifications from multidisciplinary engineering consulting firms for a comprehensive Conn Dam Stability Assessment, Spillway Improvements, and Long-Term Reservoir Expansion Feasibility Study, with qualifications due October 29, 2026. The City will conduct a Qualifications-Based Selection (QBS) process consistent with 2 CFR Part 200 and the Brooks Act, anticipating federal funding participation through the U.S. Army Corps of Engineers (USACE).
The scope spans three sequential phases: Phase One generates a geotechnical data report due to the California Division of Safety of Dams (DSOD) by December 31, 2028; Phase Two assesses dam stability, including deformation estimates under static and seismic conditions; and Phase Three develops a feasibility alternatives analysis addressing identified deficiencies, including known spillway deficiencies. The selected consultant must provide professional engineering, geotechnical, environmental, hydraulic, structural, dam safety, and economic evaluation services to support regulatory compliance with DSOD, advance USACE-authorized flood risk reduction studies, evaluate long-term water supply improvements, and prepare technical foundations for future environmental review, design, permitting, and construction.
The Conn Creek Dam project is included by name in the 2022 Water Resources Development Act (WRDA), positioning it for federal funding support through USACE initiatives. The City intends this procurement to support both the immediate geotechnical and stability phases and eventual design and construction phases backed by federal resources. No specific contract value, contract term length beyond the DSOD reporting deadline, or place of performance scope is detailed in the available materials.
