About this opportunity

The City of Jacksonville, Florida is requesting bids for concrete trip hazard removal services under an "all or none" contract award to the lowest responsive, responsible bidder, with proposals due August 10, 2026 at 4:00 p.m. EST and the question cutoff on August 3, 2026 at 4:00 p.m. The City reserves the right to purchase materials directly under its Owner Direct Materials Purchase Program if costs exceed $100,000 for non-JSEB suppliers or $10,000 for Jacksonville Small and Emerging Business (JSEB) certified suppliers.

Bidders must be licensed Florida contractors with at least five years of business experience, provide proof of local business licensure if operating in Duval County, and supply three government contract references for prior concrete trip hazard removal work in Florida. All work must comply with Americans with Disabilities Act (ADA) 1:12 slope repair standards and OSHA requirements. The scope covers repair and removal of trip hazards from concrete sidewalks but explicitly excludes sidewalk replacement, new construction, slab jacking, and grinding operations. The contractor must guarantee ADA slope compliance, repair any environmental damage within 24 hours at contractor expense, use dust abatement systems without water-cooling, maintain uniform appearance and texture of repairs, and complete all debris cleanup with disposal costs included in unit pricing.

The contract term is one year with four one-year renewal options, subject to approval by both the supplier and the City. Unit pricing must include freight, delivery, handling, and applicable Florida sales taxes as a single line item. No bid, performance, or payment bonds are required; however, the contractor must certify via affidavit before final payment that laborers, materialmen, and subcontractors have no claims. The contractor must own or lease equipment capable of performing the required work. No pre-bid conference is scheduled.
