About this opportunity
Dallas Independent School District is requesting proposals for concrete and asphalt paving services on a district-wide, as-needed basis, with proposals due October 15, 2026 at 2:00 p.m. CDT and a pre-proposal meeting scheduled for September 28, 2026 from 10:00 a.m. to 11:00 a.m. CST via Microsoft Teams. Small Business Enterprise (SBE) participation is weighted at up to 20 percentage points in evaluation.
The scope encompasses concrete work (sidewalks, curbs, driveways, parking lots, ramps, decorative concrete) and asphalt services (new installation, milling, resurfacing, patching, seal coating) for school campuses, administrative buildings, athletic facilities, and parking areas. Vendors must submit firm, fixed pricing based on a detailed line-item pricelist covering concrete installation and removal by thickness, drainage pipes, driveway approaches, curbs and gutters, ADA ramps, concrete piers at various depths, truck services (concrete pump trucks by hourly increments), and foam injections for unlevel surfaces. A minimum service discount percentage and supporting pricing documentation are required. Services must comply with accessibility requirements.
The contract term is three years with two optional one-year renewals for a maximum of five years total. Ninety days' written notice is required for non-renewal. The district reserves the right to make awards to multiple vendors or no award at all and will not award based on low price alone. Evaluation criteria include purchase price, vendor reputation and quality, meeting district needs, and past relationship with the district.
Federal funding may be involved, requiring compliance with Davis-Bacon Act provisions, Equal Employment Opportunity requirements, Clean Air and Water Act compliance, and Buy America provisions. The district is exempt from federal and state taxes and will not reimburse hidden or additional fees. Submissions must be made electronically through the Bonfire portal at dallasisd.bonfirehub.com. Questions are due September 30, 2026 at 4:00 p.m. CDT. Anticipated board approval and award date is December 17, 2026.
