The City of Seattle is seeking bids to establish a pool of qualified vendors for asphalt and concrete cutting and drilling services on an as-needed basis across City departments, with bids due August 31, 2026 and a non-mandatory pre-bid conference on August 3, 2026.
Vendors must meet minimum qualifications of two years of experience in asphalt and concrete cutting and drilling services and comply with prevailing wage requirements under RCW 39.12. A Seattle Business License and State of Washington Unified Business Identifier (UBI) number are required, along with proof of insurance and compliance with environmental standards, noise ordinances, and the City's ethics code.
Scope covers core drilling, wall sawing, slab sawing of asphalt and concrete, curb and gutter cutting, and related surface cutting activities. Work is performed as-needed to support utility work, maintenance, and repairs at interior or exterior locations within the public right-of-way or on City-owned property, generally during standard business hours Monday through Friday with limited weekend and emergency night work available. Primary users are the Seattle Department of Transportation (SDOT) and Seattle City Light (SCL).
The contract awards an initial one-year term with six one-year renewal options at the City's discretion. In 2025, the City spent approximately $900,000 on the previous contract with Mamaril Enterprises LLC, with individual orders averaging $2,200 and some as high as $25,000. The City may award multiple contracts to establish a vendor pool and reserves the right to place orders with any qualified vendor or solicit competitive quotes among pool members. No guaranteed utilization is provided, and a 90-day trial period applies to all awards with the option to terminate for cause or award to the next low responsive bidder if performance is unsatisfactory.
Bidders must provide unit pricing for cutting, sawing, drilling, and slurry control services, including labor rates for standard, overtime, and double-time work. Questions are due August 17, 2026 at 5:00 p.m. Sealed bids are due August 31, 2026 at 1:00 p.m. with public bid opening at the same time.
