About this opportunity

The Town of Sherborn, Massachusetts is requesting proposals for a Computer Assisted Mass Appraisal (CAMA) software package and related services, with sealed proposals due September 18, 2026 at 12:00 p.m., and written questions due August 21, 2026.

Eligibility requires documentation that proposing staff hold at least five years of experience in residential and commercial Real Property CAMA valuation software, evidence of similar services provided to at least three other Massachusetts municipal or government entities, and details of comparable projects serving municipalities with approximately 2,000 parcels. These are mandatory minimum qualifications; proposals lacking complete documentation are ineligible.

The scope includes data migration from the existing system, software implementation, post-conversion data quality review, and training support. The system must accommodate a maximum of three users and handle approximately 2,000 parcels: 1,380 residential, 17 commercial, 10 industrial, 3 mixed-use, 168 vacant land, 102 Chapter 61 land, 127 condominium, and 232 exempt parcels. All services must be completed within six months from notice to proceed.

Evaluation criteria weight vendor experience with CAMA systems (more than ten years rated highly advantageous; less than one year rated unacceptable), technical project manager credentials, number of contracts with 2,000-plus parcel municipalities within the past five years, ability to meet schedule with clear penalties and written guarantees, and scope-of-services clarity and development. The Town will award to the most advantageous proposer regardless of price, provided the vendor is deemed responsive and responsible. The Town will accept or reject proposals within 90 days of opening, with a potential 45-day extension by mutual agreement.

Proposers must provide general liability insurance of at least $1 million per occurrence and $2 million aggregate, automobile liability of at least $1 million combined single limit, and workers' compensation insurance. Separate technical and price proposals are required.
