About this opportunity
Juneteenth Festival Inc. is requesting proposals for comprehensive site investigation services on an approximately 7,500 square-foot urban parcel in Erie County, New York, with proposals due September 24, 2026. New York State certified minority- and women-owned business enterprises (MWBEs) are encouraged to respond; MBE and WBE participation goals are 10% and 2%, respectively.
The scope includes environmental and soil assessment, foundation evaluation, and infrastructure capacity analysis of a formerly residential site that has served as a parking lot and now sits vacant with uneven ground conditions attributed to historic demolition, fill, grading, and settlement. The investigation will identify environmental liabilities and inform viable future building options for a planned multi-functional community space accommodating parking, outdoor events, gatherings, and green space.
The source does not specify estimated contract value, contract term, evaluation criteria, question due date, or pre-proposal meeting schedule. The full Request for Proposals is available via the linked Google Drive document.

1. Project Overview: Juneteenth Festival Inc. seeks proposals from qualified environmental and engineering firms to conduct a comprehensive site investigation of an approximately 7,500 sf urban parcel. It formerly contained residential housing, was most recently a parking lot and is now vacant. The reason for the investigation is that the site has uneven conditions believed to be related to historic demolition, fill, grading, and settlement. The purpose of this investigation is to identify environmental liabilities, assess soil and foundation conditions, and evaluate infrastructure capacity to determine viable future building options. A planned project will transform the vacant lot into a multi-functional, community-oriented space that accommodates parking, outdoor events, community gatherings, and green space. The goal is to create a safe, accessible, and welcoming environment supporting both daily operations and large-scale community events such as the Juneteenth Festival. New York State certified minority- and women-owned business enterprises (MWBEs) are especially encouraged to reply to this Request for Proposals.
