About this opportunity
Cumberland County, North Carolina is soliciting statements of qualifications for a comprehensive facility condition assessment and improvement plan covering 40 county-owned facilities totaling 1,857,992 square feet, with qualification packages due August 10, 2026 and questions due July 27.
The scope includes detailed non-destructive visual inspections and condition evaluation of structural components, interior elements, mechanical and electrical systems, roofing, envelope, ADA accommodations, parking, and building code compliance across facilities varying in age, size, and use. The vendor must incorporate results from a concurrent mechanical assessment of five critical facilities (Detention Center, Law Enforcement Center, Department of Social Services, Health Department, and Animal Services) scheduled for completion in mid to late 2026. The vendor must implement a centralized web-based data management tool with tablet-based collection capabilities and provide capital renewal modeling with Facility Condition Index calculations. The selected contractor begins work within 60 business days of receiving the Notice to Proceed.
The initial contract term is one year from award, with the County holding an option to renew for up to two additional one-year terms. No contract value is stated. Payment terms are net 30 calendar days after invoice approval.
Qualification packages will be evaluated on four equally weighted criteria: Project Organization (25 points), Technical Approach (25 points), Qualifications and Experience of Firm (25 points), and Qualifications and Experience of Staff (25 points). The County reserves the right to reject all offers, conduct best and final offer negotiations if initial responses are unsatisfactory, and may conduct interviews and demonstrations at its discretion.
Vendors must submit one original signed package, four photocopies, and one electronic copy on a flash drive to 426 Mayview Street, Fayetteville, North Carolina 28306. Qualification packages are limited to 25 pages, excluding required County forms, covers, and table of contents. Contractors must comply with North Carolina law, E-Verify requirements, and maintain appropriate insurance coverage. The County reserves the right to terminate the contract with 30 days' written notice.
