About this opportunity
The City of Fairfax, Virginia is requesting sealed bids for a term contract to collect, haul, and process food and organic waste, with bids due September 30, 2026 at 3:00 p.m. via the eVA website.
The scope covers collection of food waste from the City's Composting Center at City Hall (10455 Armstrong Street, Fairfax, Virginia 22030), currently utilizing ten 65-gallon carts collected twice weekly, with potential expansion to additional sites based on future demand. The contractor must transport waste to permitted processing facilities, provide collection carts with compostable liners, perform monthly cart washout or cart swapping, report monthly tonnage, and assist with container right-sizing and pickup frequency optimization. Service frequency options are twice per week or three times per week, with pricing quoted per 65-gallon cart on a firm fixed unit pricing basis.
The contract term runs from award through September 30, 2029, with two optional one-year renewal periods available at the City's discretion. Price increases during renewal periods are capped at the percentage change in the Consumer Price Index-U for the preceding twelve months, with 30 days' advance notice required.
Award will be made to the lowest responsive and responsible bidder. Bidders must submit a minimum of three references demonstrating comparable experience within the past two years, obtain all necessary licenses and permits, and maintain comprehensive insurance coverage including workers' compensation, employer's liability ($500,000 to $1,000,000), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), and automobile liability ($1,000,000 combined single limit). Contractors with more than 50 average employees must register and participate in E-Verify for employment verification.
Questions are due September 23, 2026. The City reserves the right to reject any or all bids and to inspect bidder facilities prior to award.
