About this opportunity

The Port Authority of New York and New Jersey is issuing a Notice of Intent to Sole Source a contract with Comply 365 for a cloud-based safety management system, with questions or objections due August 28, 2026.

This is a sole-source procurement with no competitive bid process. Comply 365, located at 655 Third Avenue, Suite 365, Beloit, Wisconsin, provides a specialized Software-as-a-Service platform that integrates document management, compliance tracking, and training for regulated transportation environments. The system is required to meet PATH's specific federal regulatory requirements under 49 CFR 217.9 (Program of Operational Tests and Inspections; Recordkeeping), 49 CFR 240 (Qualification and Certification of Locomotive Engineers), and 49 CFR 242 (Qualification and Certification of Conductors), as well as additional FRA mandates under 49 CFR Parts 214, 270, and 225.

The scope encompasses a unified platform that consolidates fragmented legacy systems by integrating operational manuals, training, safety reporting, and audits into a single source of truth. Key functional components include regulatory compliance and traceability with task-level validation, read-and-sign tracking, and audit trails; proprietary technology including Pureintell (copyrighted software architecture, workflows, and integrated data-analytics tools); and closed-loop safety and regulatory integration that maps operational content directly to transit regulations with real-time dashboards and audit trails for external safety reviews and federal regulatory compliance demonstrations.

No contract value, term length, or incumbent information is specified in the notice. The August 28, 2026 date appears to be the deadline for stakeholder objections to the sole-source intent rather than a proposal due date.
