About this opportunity
The City of Lynchburg, Virginia is requesting sealed bids for HVAC renovation at the Community Market and Armory under Bid #2027-024, with bids due October 29, 2026 at 3:00 p.m. and an optional pre-bid conference on October 5, 2026 at 2:00 p.m. at 1219 Main Street.
The scope includes replacing air handling units at the Community Market; installing a Variable Refrigerant Flow (VRF) system for vendor spaces; providing an air handling unit and fabric duct system for the Armory Gym; replacing the steam heating system with a hydronic heating system; and installing a direct digital controls system. Four vertical cabinet VRF indoor units will not be available until 2027. If pricing for these units is unavailable by the bid due date, bidders shall submit pricing for horizontal fan coil units of equivalent capacity, with contract adjustment upon actual pricing availability.
Bidders must demonstrate at least five years of experience in municipal work of similar type and provide evidence of financial solvency, adequate resources, and qualified personnel. A bid bond or certified check equal to five percent of the base bid amount is required at submission. The successful contractor must provide performance and labor/material payment bonds in the amount of 100 percent of the base bid within ten days of receiving Notice of Award.
The contractor must commence work within ten days of Notice to Proceed and substantially complete all work within 240 calendar days. Liquidated damages are $600 per day for failure to meet the completion deadline. Monthly partial payments will be made based on certified estimates of work performed, with five percent retainage held until completion. The City reserves the right to reject any or all bids, waive informalities, or negotiate with the apparent low bidder if the bid exceeds available funds. Clarification requests must be submitted in writing to Will Ruberry by 3:00 p.m. on October 21, 2026. Award will be made to the responsible bidder submitting the lowest responsive base bid.
