About this opportunity

The Alaska Department of Commerce, Community and Economic Development (DCRA) is requesting proposals for an Implementation Contractor to design and deliver a homeowner recovery program under the Community Development Block Grant – Disaster Recovery 2022 Typhoon Merbok allocation, with proposals due October 12, 2026 at 5:00 p.m. Alaska time. DCRA encourages participation from women-owned, minority-owned, and disadvantaged business enterprises, though this is a participation encouragement rather than a set-aside.

The scope encompasses program management, staff augmentation, grant compliance, environmental review, project implementation, communications, and administrative support for recovery activities within HUD-designated Most Impacted and Distressed areas spanning the Bering Strait, Lower Yukon, Kashunamiut, and Lower Kuskokwim REAAs, plus the DCRA-designated MID area of the Pribilof Islands REAA. Deliverables include homeowner recovery program design and implementation, applicant intake and case management, and construction program delivery—including inspections, scopes of work, and rehabilitation or reconstruction oversight—either directly or through qualified subcontractors. DCRA will establish a separate legal services program to assist applicants. Required experience is detailed in Section 1.04 of the RFP.

The anticipated total budget is $2.5 million, allocated as $1.2 million for implementation services and $1.3 million for construction management. All work must be completed by December 31, 2029. A pre-proposal teleconference may be held on September 23, 2026 at 2:30 p.m. Alaska time via Microsoft Teams. Procurement Officer Augustina Sanchez may be reached at (907) 465-4609.
