About this opportunity
Mt. San Antonio College is seeking professional consultant services for Commissioning Services through a Request for Qualifications (RFQUAL) solicitation. The procurement is focused on obtaining on-call consulting services for various building system commissioning projects across the college campus, with services estimated to cover the period from July 2025 through July 2026. Specific commissioning services will include comprehensive support for new construction, renovations, and facility upgrades, targeting building systems such as HVAC, power distribution, energy controls, lighting, plumbing, building automation, and renewable energy systems. The scope encompasses planning, documentation, system commissioning and testing, verification, reporting, compliance, training, and post-occupancy support. Evaluation criteria will focus on the consultant's experience, qualifications, and proposed costs, with a potential three-stage review process that may include interviews and final contract negotiations. A mandatory pre-proposal meeting is scheduled for April 21, 2025, with proposal submissions due electronically via OpenGov by June 3, 2025, and an anticipated contract start date of September 1, 2025. On-Call Consultant Services are typically limited to projects under $220,000, and the college reserves the right to award multiple contracts.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. The contract allows for potential extensions up to four additional one-year periods, with the college maintaining flexibility to negotiate and terminate the contract annually. No minimum work volume is guaranteed, and the contract remains contingent upon funding availability. Proposers must provide references, complete a vendor questionnaire, submit a non-collusion declaration, confirm a drug-free workplace, and comply with state regulations including the Iran Contracting Act. The fee structure requires proposers to submit hourly rates for different professional roles. While specific budget ranges are not definitively stated, the contract suggests project values typically under $220,000, with potential for multiple consultant selections. The procurement covers Los Angeles County and is specifically issued by Mt. San Antonio Community College District, located in Walnut, California, with comprehensive insurance and performance requirements for selected consultants.
