About this opportunity

Pierce County, Washington is requesting proposals for commissary services at the Pierce County Jail's correctional facilities under RFP 2026-RFP-138, with proposals due August 14, 2026 at 4:00 p.m. and questions due by July 31, 2026.

The scope covers weekly commissary order collection and delivery services across two facilities—a maximum-security facility at 910 Tacoma Avenue South and a minimum-security facility at 701 Nollmeyer Lane in Tacoma—serving an average daily inmate population of 800+ within a 1,296 total-capacity system. The contractor must provide a commissary menu, delivery plan, contingency procedures for service disruptions, and a staffing model with one manager and four full-time employees. System integration with Pierce County's Spillman software and inmate telecommunications system is required.

Proposers must be licensed to operate in Washington State and carry Commercial General Liability Insurance ($1 million per occurrence / $2 million aggregate), Workers Compensation as required by Washington State, Cyber/Privacy Insurance, and Crime/Employee Dishonesty Insurance due to handling of inmate funds.

The total procurement value is $760,770. The contract term is 12 months from execution with the County holding the option to renew for four additional one-year terms at its sole discretion based on performance evaluation. A single vendor is anticipated to be awarded, though the County reserves the right to make fewer or no awards based on proposal quality and funding availability. Funding is contingent on availability, and the County reserves the right to amend or terminate the contract if funding is reduced or eliminated.

All proposals must be submitted through Pierce County's eProcurement Portal in electronic format only. A pre-proposal meeting will be held at a date and location to be announced. The County will not return proposal materials.
