About this opportunity
The Arizona Department of Administration, General Services Division is requesting proposals for a statewide commercial modular and pre-engineered buildings contract under RFP BPM007731, with proposals due August 20, 2026. The State intends to award multiple contracts through a two-phase process: initial RFP qualification and contract award, followed by secondary selection for specific project proposals and task orders.
The scope encompasses design, supply, and installation services for portable buildings, modular buildings, pre-engineered metal and hardwall buildings, classrooms, mobile offices, storage containers, relocatable walkways, fleet buildings, workforce camps, and relocation and removal services. Contractors must deliver materials within two business days of order receipt and obtain written approval from the Procurement Officer before subcontracting work.
The initial contract term is twelve months with potential extensions in increments of one or more months, not to exceed a maximum aggregate term of five years. Pricing must be firm and fixed, representing the lowest prices and best discounts at which the contractor sells equivalent services and materials to other customers, with the State warranting Contractor's Best Pricing throughout the contract term. All pricing is all-inclusive, covering transportation, delivery, labor, materials, equipment, general conditions, overhead, profit, quality control, and permitting; no additional fees are permitted unless expressly authorized. The contract allows for purchase, rental, or lease arrangements and is designated as both a mandatory statewide contract and a cooperative contract available to eligible Arizona agencies and approved Co-Op Buyers; contractors must pay quarterly administrative fees on all sales to Co-Op Buyers and submit quarterly usage reports.
Contractors must maintain Commercial General Liability insurance with minimum limits of $2,000,000 general aggregate and $1,000,000 per occurrence. Proposals must be submitted online through the Arizona Procurement Portal. No pre-offer conference is scheduled.
