About this opportunity

The City of Pittsburgh, on behalf of the Equipment Leasing Authority of the City of Pittsburgh (ELA), is requesting proposals for a four-door SUV apparatus for Command personnel with proposals due July 29, 2026, and a non-mandatory pre-proposal meeting on July 9, 2026. The City states it is in critical need of replacement Command SUV apparatus.

The ELA requires good faith efforts to obtain MBE participation at 18%, WBE participation at 7%, and veteran-owned small business participation at 5% of contract value. These are participation goals, not hard set-asides.

The apparatus must be a 2026 Chevrolet Tahoe SSV or newer with Commercial/Fleet Preferred Equipment Group specifications, manufactured in the United States in accordance with NFPA 1900 standards and all applicable FMVSS, DOT, OSHA, and PenDOT regulations. The procurement covers one base unit with required pricing structures for multiple unit purchases at varying discount thresholds and multiple prepayment options including 100% chassis prepayment. Delivery timeline is a critical evaluation factor. Contractors must demonstrate at least ten years of continuous business history in fire apparatus upfitting, provide references for a minimum of five similar apparatus and five over five years, and maintain a factory or contracted service facility within four hours' driving distance of Pittsburgh. A preconstruction conference at the manufacturer's facility is mandatory, with ELA covering travel for Pittsburgh Bureau of Fire Apparatus Working Group members. A final factory inspection upon completion is also mandatory. Warranty minimums include 24 months bumper-to-bumper and chassis coverage, five years or 100,000 miles on engine, and ten years on LED lighting, with repairs completed within 30 calendar days.

All proposals must remain valid for 120 calendar days. A bid bond equal to 5% of total bid amount and performance and payment bonds each equal to 100% of contract value are required. Written questions are due July 16, 2026. Proposal review and contract award are anticipated in August 2026. All prices must be firm with no escalation clauses permitted; transportation and delivery costs are the contractor's responsibility.
