The contract award will be made to the lowest responsive and responsible bidder, with all work to be completed within 180 consecutive calendar days from the date of written notice to proceed. Liquidated damages of $150.00 per calendar day will be assessed for any delays beyond the completion deadline.

The solicitation includes a 10 percent price preference available for recycled products in accordance with Hawaii Revised Statutes 103D-1005, with bidders required to submit a Certification of Recycled Content form if claiming this preference. Bidders must comply with state tax clearance requirements from the Hawaii Department of Taxation and Internal Revenue Service, obtain a Certificate of Compliance from the Hawaii Department of Labor and Industrial Relations, and secure a Certificate of Good Standing from the Department of Commerce and Consumer Affairs Business Registration Division, or alternatively obtain a Certificate of Vendor Compliance through the Hawaii Compliance Express program.
