About this opportunity
The Wyoming Department of Administration and Information, General Services Division, is requesting proposals for collaborative facilitation services on behalf of the Wyoming Department of Health, Public Health Division, in collaboration with the Wyoming Department of Family Services, with proposals due August 21, 2026 at 2:00 p.m. Mountain Time. A Wyoming-based company with prior experience facilitating multiple groups across multiple locations is preferred but not a set-aside.
The scope requires the contractor to employ four to six facilitators across the state to support county collaboratives implementing Plans of Safe Care for infants born affected by prenatal substance abuse or withdrawal symptoms. As of July 1, 2026, eight active collaboratives and five in the planning phase require services. Each facilitator must be physically located in or reside within an assigned region and is responsible for establishing collaboratives, developing meeting agendas, facilitating monthly meetings (approximately three hours weekly per collaborative), monitoring processes, disseminating best practices, and managing confidential health information in compliance with HIPAA. The contractor must designate a single project manager as primary point of contact, supply each facilitator with a computer equipped with video conferencing capabilities, and enter into a Business Associate Agreement with WDH.
Cost proposals must be submitted as a total fixed all-inclusive price covering personnel, overhead, travel, and equipment, with clarification of whether travel costs are billed separately or included in facilitation costs. No specific funding amount is stated.
The technical proposal is weighted at 90 points across five criteria: proposer background and experience (25 points), staffing and project organization (25 points), project work plan (15 points), approach to contract performance (15 points), and value-added services (10 points). Cost analysis comprises 20 points for a total of 110 evaluation points. Proposals must include three corporate references from work completed within three years of the RFP release date and two references for each proposed staff member. Resumes must demonstrate proven work experience and related education in relevant functional areas; specialized training alone is not acceptable.
The contract term is one year with optional extensions of two years at a time, not to exceed four years total. Work begins January 2027, with anticipated award in September 2026. Questions are due August 5, 2026 at 2:00 p.m. Mountain Time. All submissions are through the Public Purchase online bidding system.
