About this opportunity
The Louisiana Office of State Procurement is soliciting bids on a cold planer for the Department of Transportation and Development, with bids due September 15, 2026 at 10:00 a.m. Central Standard Time via online submission through the LaGov vendor portal. One unit is being procured.
The specification calls for a Wirtgen W150XFi model or equivalent. Bidders proposing equivalent brands or models must submit supporting technical documentation — catalog sheets, detailed specifications, and photographs — for evaluation. The equipment must be a new, production-model, front-loading tracked cold planer with a 6-cylinder diesel engine (8.9 liters displacement, 400 horsepower), milling drum capable of 5-foot-11-inch cutting widths and 0–13-inch depth adjustment, front-loading hydraulic conveyor system with minimum 26-foot length, and 7-inch high-resolution display with integrated leveling operating system. The unit must be delivered completely assembled and ready for operation, with vendor responsibility for test runs and functionality documentation prior to DOTD acceptance. Bidders must source from a manufacturer with at least one authorized Louisiana dealer for warranty and repair support. Delivery timelines in days after receipt of order may factor into award decisions.
All prices must include applicable taxes and delivery costs on an F.O.B. destination basis. Bid prices are firm for a minimum of 60 days. Louisiana preference provisions apply to bidders maintaining a minimum 50% Louisiana resident workforce, with preferences also available for Louisiana products and U.S. manufactured goods under specified cost thresholds. Award will be made to the lowest responsive, responsible bidder meeting specifications. Bidders must be registered in LaGov; newly registered vendors must include a W-9 form. For bids valued at $25,000 or more, bidders must certify non-debarment with the General Services Administration and that their company is registered and in good standing with the Louisiana Secretary of State. Delivery is accepted Monday through Friday, 7:00 a.m. to 3:30 p.m., with 24-hour advance notice required.
