About this opportunity

The City of Philadelphia is soliciting quotes for cold lunches to be provided to the PPR Gustine Recreation Center under a requirements contract micro-purchase, with quotes due July 16, 2026.

The contract will be awarded as a whole or by line item, whichever is in the City's best interest, to the lowest responsive and responsible bidder. Vendors must quote all items to be eligible for award. No delivery shall occur until the City issues a Purchase Order. The LGBTQ Applicant Data Form submission is voluntary; the Local Business Entity (LBE) Program does not apply to this micro-purchase.

The scope encompasses cold lunch service at the recreation center, with a sample menu provided as reference. Bidders establish unit costs for all line items on the PHLContracts platform. All prices must be net and exclusive of taxes; the City is exempt from federal excise, transportation, and Pennsylvania sales and use taxes. Delivery shall be FOB Destination Point at quoted prices. Payment is due following delivery and City approval upon submission of invoices and supporting documentation.

The micro-purchase ceiling is $45,000, adjusted annually by the Consumer Price Index. The contract term is 365 days from the effective date and automatically terminates thereafter without notice. All quotes must remain valid for 60 days from submission or throughout the contract term.

The successful seller must maintain minimum insurance: Workers' Compensation at statutory limits, General Liability of $500,000 per occurrence, and Automobile Liability of $300,000 per occurrence, with the City named as additional insured on General Liability. The seller must comply with nondiscrimination provisions, ethics requirements, and tax obligations, and certify it is not indebted to the City for delinquent taxes or other debts. The contract is governed by Pennsylvania law with jurisdiction in Philadelphia County Court of Common Pleas.

Vendors must execute and maintain a Consent & Authorization Agreement on file in their vendor profile before submitting quotes through PHLContracts.
