About this opportunity

The City of DuBois in Clearfield County, Pennsylvania is seeking bids for the Coke Hill Area Water Distribution Main Replacement Project, a critical infrastructure improvement initiative focused on replacing approximately 3,250 linear feet of waterline and associated appurtenances. The project is designated as Contract 26-01: General Construction and will be procured through the PennBid program, with bids due on January 12, 2026 at 1:00 PM local time. Prospective bidders must register as plan holders on the PennBid website and submit bid security in the form of a Certified Check or Bid Bond for no less than 10% of the total bid amount. All questions regarding the bidding documents must be submitted via PennBid, with telephone inquiries explicitly prohibited. The project involves multiple bid line items including mobilization, clearing, traffic maintenance, erosion control, pipe installation, utility crossings, valve assemblies, fire hydrant installations, service line connections, and surface restoration activities across various streets in the city.

The contract includes specific participation requirements for Minority and Women's Business Enterprises (MBE/WBE), with goals of 5% and 3% respectively, and Section 3 business concern participation targets. The project is partially funded through a Community Development Block Grant (CDBG), which introduces federal and state regulatory compliance mandates, including Davis-Bacon wage rates and Build America, Buy America Act provisions for domestic content procurement. While no incumbent vendors are explicitly identified, the project involves systematic infrastructure improvements across multiple city streets, including Benghouser Avenue, Division Street, School Mall Road, Orient Avenue, Green Glen Drive, South Court, North Court, Glenwood Avenue, and East Sheridan Avenue. The engineering plans suggest the project is structured in multiple phases (Base Bid, Phase II, and Phase III), with comprehensive technical specifications for watermain installation. Though a specific budget range is not disclosed, the extensive engineering documentation and multi-phase approach indicate a significant municipal infrastructure investment aimed at improving water distribution systems.
