About this opportunity
The State of Hawaii Department of Transportation, Airports Division is requesting bids on installation of barriers and electronic sliding glass doors in the departures of Lobbies 4 and 5 at Daniel K. Inouye International Airport under contract CO1549-33, with offers due October 29, 2026 at 2:00 p.m. Hawaii Standard Time and a pre-bid conference scheduled for October 9, 2026 at 11:00 a.m. A minimum of 80 percent of the workforce must consist of Hawaii residents under HRS 103B-3 — a mandatory local-labor requirement that filters capability.
Bidders must hold a valid State of Hawaii General Engineering "A" license or General Building "B" license at time of bidding. The scope encompasses detailed architectural and engineering plans defining barrier and electronic sliding glass door specifications, with specialty work (electrical, signage, flooring, glazing, structural steel, ornamental guardrails, fencing, painting, tile) requiring licensed subcontractors. Work hours are flexible within 24 hours daily, but noise and demolition are restricted to 10:00 p.m. to 6:30 a.m., and waterproofing to 1:30 p.m. to 10:00 p.m. The contractor may face work schedule restrictions during Airline Operational Blackout Dates and Seabird Fallout Season (September 15 through December 15) without cost adjustment. The contractor must obtain all required permits and pay parking fees ($175 monthly plus $25 one-time) and field office/storage fees ($50 monthly per permit, subject to availability).
The estimated construction cost is $1.4 to $1.6 million. Bid security must equal at least 5 percent of the base bid and additive alternates in legal tender, surety bond, or authorized financial instruments up to $100,000 per instrument. A 5 percent bid adjustment is available for bidders party to apprenticeship agreements under HRS 103-55.6. RFI questions and substitution requests are due October 15, 2026 at 2:00 p.m. through HIePRO. Final plans and specifications are posted on HIePRO.
