Bidders must be the manufacturer or an authorized reseller/distributor; all products must be new, unopened, and authentic with no substitutions permitted. The scope includes the lathe equipped with an 8" manual 3-jaw scroll chuck, electronic handwheels for X and Z axes, a manual-operated tailstock (MT4), rigid tapping capability, a 6-piece tool post quick-change kit, and one year of extended warranty. Bidders must certify compliance with Texas Governor Executive Order GA-48 regarding foreign adversaries and supply chain security. Prior to performance, contractors must conduct criminal background screenings on all assigned personnel.
Pricing must be comprehensive and firm, including all unit costs, delivery, freight, and rigging fees on an F.O.B. destination basis. Bidders must provide delivery timelines in calendar days from contract receipt and may offer prompt payment discounts and expedited delivery options. Payment follows the Texas Prompt Payment Act at net 30 days, with the University preferring JP Morgan Chase Single Use Account payment.
The University reserves the right to make single, multiple, or no awards based on best value criteria under Texas Education Code Section 51.9335, considering purchase price, vendor reputation, quality, compliance with institutional needs, past relationships, historically underutilized business impact, and total long-term cost. All bids must be submitted electronically through the University's Bonfire portal and remain valid for a minimum of 120 days following the submittal deadline. The desired delivery date is as soon as available. Invoicing should be directed to payables@arlut.utexas.edu.
