About this opportunity

The Virginia Department of Health Office of Procurement and General Services is requesting bids on promotional items for a Cytomegalovirus awareness campaign under the Early Hearing Detection and Intervention program, with bids due September 15, 2026 at 5:00 PM through the eVA portal.

Award follows a tiered preference structure: first to a DSBSD-certified micro business if the grand total bid does not exceed $10,000 and pricing is fair and reasonable; second to a DSBSD-certified small business if the bid does not exceed $100,000 and pricing is fair and reasonable; otherwise to the lowest responsive and responsible bidder of any size. All vendors must register with eVA and pay applicable vendor transaction fees (1% capped at $500 for DSBSD-certified small businesses or $1,500 for other vendors).

The scope comprises four custom branded product lines: 5,000 canvas zipper pencil cases with one-sided full-color imprint, 5,000 SPF 15 broad-spectrum lip balms with full-color decal customization, 5,000 pocket-sized sanitizer sprays with one-sided full-color artwork, and 500 cotton canvas jumbo tote bags in yellow with two-sided full-color imprints. VDH will provide all final artwork. Bidders must submit unit pricing, extended totals, setup and artwork fees, production timelines, shipping costs, product specifications, and any minimum order requirements or substitutions for each item with a grand total.

The contract period runs September 18 through October 18, 2026. Payment is made upon completion, installation, testing, and acceptance, with valid invoices due by the tenth of the following month. The Commonwealth reserves the right to cancel without penalty upon 60 days' written notice. Bids are valid for five days and may be withdrawn thereafter. Questions should be directed to Deepali Sanghani (CMV Follow Up Coordinator) or Jayla Dickens (Executive Secretary) at the Office of Family Health Services.
