About this opportunity
Colorado Mesa University (CMU) is seeking a Development Consultant for the CMU Formation District through a Request for Qualifications (RFQ) procurement process. The project aims to transform the Formation District Master Plan into actionable development opportunities on the southwest quadrant of the university's main campus in Grand Junction, Colorado. Key development objectives include identifying mixed-use development opportunities aligned with the master plan, providing expertise on unique revenue models such as Metropolitan Districts and Tax Increment Financing, and attracting new commercial, retail, academic, and housing projects. The selection process will involve two steps: a prequalification submittal (Step I) and oral interviews (Step II), with a jury panel evaluating responses. Submittals are due on October 17, 2025, with oral interviews anticipated on October 27, 2025, and a final selection expected by October 31, 2025. The consultant will be expected to leverage private sector expertise to create a distinctive campus development that includes strategic infrastructure, diverse residential options, and a flexible framework for future growth.
The RFQ does not explicitly specify set-aside designations or restrictions on responding organizations. The project is located in Mesa County and appears open to qualified consulting firms with demonstrated experience in mixed-use development and campus planning. The estimated budget for the project does not exceed $50,000, and the development will build upon existing campus facilities including the Asteria Theatre, Hotel Maverick, Devil's Kitchen, the Ember Eatery Food Hall, and Centennial Village Apartments. Prospective consultants must demonstrate expertise in creating innovative development strategies, understanding complex revenue models, and designing adaptable urban environments that connect campus and community. The university will evaluate submissions based on the firms' experience, creativity, and ability to provide actionable recommendations for transforming the Formation District. Vendors must comply with Colorado Mesa University's procurement guidelines, including specific insurance requirements and adherence to state employment and contracting regulations.
