About this opportunity

The Texas Facilities Commission is requesting qualifications for a Construction Manager-at-Risk to design and construct Beacon Central Park in Midland under a two-step RFQ process (Project #26-002-8111), with Step One qualifications due August 11, 2026 at 3:00 p.m. and mandatory pre-submittal teleconferences on July 28 and July 29, 2026. HUB and VetHUB subcontracting plan compliance with good-faith effort documentation is required under Texas Government Code Chapter 2161 and Texas Administrative Code Title 34, Chapter 20.

The scope is design and construction management of a 60-acre public park within a mixed-use health and education district in Travis County and Austin City jurisdictions, including playa restoration and protection, multi-use trails, native habitat planting, shade structures, overlooks, gathering areas, seating, wayfinding, and bridges and boardwalks. The estimated construction budget is $35 million, covering pre-construction management fees, construction management fees as a percentage of the Cost of Work, general conditions, builder's risk insurance, liability insurance, and performance and payment bonds.

Step One requires submission of company experience and qualifications; the five highest-ranked or fewer respondents advance to Step Two interviews on September 8, 2026 with an optional site visit on September 10, 2026. Step Two involves pricing submission by September 17, 2026 at 3:00 p.m. from shortlisted firms. Award is anticipated by October 15, 2026, with contract execution by November 2, 2026. The pre-construction phase is approximately 180 calendar days; the construction contract period is 425 calendar days, commencing within fourteen days of Notice to Proceed.

Step One evaluation weights experience and qualifications at 40%, methodology and budget/schedule compliance at 30%, and quality/safety programs and safety record at 10%, with litigation history and HUB Subcontracting Plan as pass/fail gatekeepers. Step Two scoring applies compensation and fees at 20% with Step One criteria weighted at 80%. Respondents must submit a $25,000 bid bond and make all submissions electronically through the OpenGov portal. Contract is contingent upon continued funding through state appropriations.
