About this opportunity
The City of Houston's Houston Public Works Department is requesting qualifications for construction management and inspection services for citywide drainage and paving rehabilitation projects under RFQ, with submissions due November 12, 2026 at 4:00 p.m. (CT), and a pre-submission conference scheduled for October 22, 2026 at 2:00 p.m. (CT) via Microsoft Teams. The City will not award both this contract (Contract #2) and the concurrent Contract #1 to the same respondent, a material constraint on pursuit strategy.
The City has established a W/SBE participation goal of 2 percent WBE and 6 percent SBE. The selected consultant will provide construction contract administration, submittal and RFI coordination, testing and material verification, change order administration, cost and schedule monitoring, quality assurance oversight, and project closeout support across multiple concurrent projects delivered through individual work orders. The consultant will function as an extension of City staff, managing submittals, coordinating technical reviews, monitoring contractor performance, and documenting daily activities.
The contract is structured in three phases: Phase I on a time-and-materials basis with a not-to-exceed amount, and Phases II and III as negotiated lump sum amounts. Estimated contract value is not stated. The City anticipates intent-to-award notification in January 2027, City Council approval in February 2027, and contract start date in February 2027.
Evaluation uses a 100-point technical scoring system: key personnel qualifications (25 points), project approach (25 points), technical competence and previous project delivery (20 points), schedule plan (15 points), and QA/QC program and plan (15 points). Respondents must demonstrate financial stability, responsibility, and responsiveness to all material requirements and comply with federal requirements including 2 C.F.R. parts 180 and 200, environmental laws, civil rights laws, and federal certifications related to debarment, lobbying, and terrorism watch lists. Submissions are limited to eight pages and must be submitted electronically through Beacon. The deadline for submission questions is October 26, 2026 at 4:00 p.m. (CT).
