About this opportunity
Greenville County Library System is requesting proposals for Construction Manager at Risk (CMAR) services for selective demolition and renovation of a former grocery store into a branch library at 3715 E. North Street, Greenville, South Carolina, with proposals due August 12, 2026 at 3:00 p.m. Eastern Time and a mandatory pre-proposal meeting on July 7, 2026 at 11:00 a.m. at Hughes Main Library.
Responders must hold valid South Carolina General Construction Manager and General Contractor (BDS) licenses, maintain an average safety Experience Modification Rate (EMR) not greater than 1.0 over the last three years, and demonstrate bonding capacity and builder's risk insurance capability for the total project cost. Comprehensive general liability, automobile liability, and statutory worker's compensation insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is mandatory, with the Library System named as additional insured.
Scope encompasses both pre-construction and construction phase services: design document review, constructability analysis, cost estimation, value engineering, and comprehensive construction administration. The pre-construction phase includes selective demolition package scope definition and estimated construction cost budget with contingencies based on schematic design. A Guaranteed Maximum Price (GMP) for the construction phase will be negotiated upon completion of 100% construction documents. Performance and payment bonds are required during construction but not pre-construction.
Proposals must not exceed 40 pages (20 if double-sided), submitted in five bound copies plus one digital copy, with pricing broken into pre-construction lump sum, construction fee based on anticipated schedule percentage, general conditions lump sum, owner/contractor savings split, and estimated construction cost budget with contingencies. Optional site visits are available July 8–9, 2026, 9:00 a.m. to 12:00 p.m. Questions are due July 24, 2026 at 5:00 p.m. The tentative award date is August 24, 2026, followed by contract negotiations August 25 through September 15, 2026. Evaluation uses 12 equally weighted criteria at 5 points each (60 total points) covering responsiveness, CMAR approach, pre-construction and construction strategies, cost proposal, schedule, GMP and similar project experience, staffing qualifications, cost and deadline achievement, and references.
