About this opportunity
The City of Livonia Parks and Recreation Department is requesting quotes for seasonal closing and opening of Clement Circle Municipal Pool (lap and family pools), with quotes due August 25, 2026 at 12:00 p.m. Work consists of winterization and closure by September 20, 2026, and reopening with completion by June 3, 2027.
Prospective bidders must demonstrate qualification by providing a list of at least three similar pools previously serviced. A site visit is available by request through Becky Burnard at (734) 466-2925 or rburnard@livonia.gov.
The closing phase includes drainage, air compression of all plumbing lines, installation of winterization plugs, and removal and storage of equipment (ADA lifts, climbing walls, ladders, basketball backboards). The reopening phase (May 17–25, 2027, with completion by June 3) requires complete drainage and cleaning, reinstatement of all systems, chemical balancing, equipment reinstallation, boiler startup, and filter tank inspection and maintenance. All cleaning solutions must be approved by the Aquatics Coordinator. The contractor shall inspect and confirm suitable ground water conditions and take continuous precautions against pool uplift, as these pools are installed in water-bearing soil. Any additional repairs identified during the process must be reported to the Aquatics Coordinator for authorization.
Bids must be submitted as a single lump sum price covering both closing and opening phases on BidNet with documentation attached. Contractors must maintain comprehensive general liability and workers' compensation insurance with minimum limits of $1 million per occurrence for bodily injury and property damage, with certificates of insurance required before work commencement. The City will provide all water for cleaning and filling operations.
