About this opportunity
The New York State Department of Environmental Conservation is requesting applications for Round 10 of the Climate Smart Communities Grant Program, with applications due July 31, 2026 at 4:00 p.m. ET through the Consolidated Funding Application portal. Eligible applicants are counties, cities, towns, villages, Indian Nations, local public authorities, and local public benefit corporations within New York State; prior Climate Smart Communities Certification is not required.
At least $18 million in total funding is available across two project categories. Implementation projects addressing greenhouse gas mitigation, climate adaptation, and feasibility studies carry grants between $35,000 and $2,000,000, with at least $17 million allocated. Certification projects focused on planning, inventory, and assessment activities aligned with Climate Smart Communities Certification actions offer grants between $10,000 and $200,000, with up to $1,000,000 available. Implementation project topics include reducing vehicle miles traveled through non-motorized infrastructure, reducing organic waste, managing refrigerants, installing renewable energy systems, increasing natural resiliency through habitat restoration or preservation, reducing flood risk including critical infrastructure relocation or retrofit, preparing for extreme heat and weather events, and conducting engineering feasibility studies for flood risk reduction, refrigerant management, and smart growth analysis.
Local match requirements range from 20 to 50 percent of total project costs; applicants in disadvantaged communities, municipalities with significant environmental stress designations, or those with median household incomes of $68,656 or less qualify for a 20 percent match reduction. The program prioritizes projects benefiting disadvantaged communities and caps awards at no more than 50 percent of available funds to any single municipality or to municipalities exceeding 100,000 in population. Project costs must be incurred between the contract start date of March 15, 2027, and end date of March 14, 2032. Eligible expenses include personnel services, contractual services, equipment, travel, supplies and materials, and real property acquisition with associated costs. All applicants must register with the Statewide Financial System Grants Management platform and provide application authorization through municipal resolution or formal letter, along with documentation of sexual harassment prevention and gender-based violence workplace policies. Informational webinars and regional workshops were scheduled between May 27 and June 18, 2026; the question-and-answer period closed June 22, 2026.
