About this opportunity

Metro Water Recovery is requesting Statements of Qualifications from civil and mechanical contractors interested in Job Order Contracting (JOC) construction services, with SOQs due September 17, 2026 at 2:00 p.m. Mountain Time. Metro intends to select up to three qualified contractors to enter into five-year task order-based JOC agreements.

Work encompasses miscellaneous construction projects estimated at $5 million or less across multiple Metro facilities: the Robert W. Hite Treatment Facility in Denver, the Northern Treatment Plant in Brighton, the METROGRO Farm in Deer Trail, and Metro's transmission system. Project categories include data center redundancy improvements, aeration enhancements, safety upgrades, channel inspections and rehabilitation, digester piloting, corrosion mitigation facilities, heat recovery projects, and transmission system improvements. Individual Work Authorizations will be issued as projects are identified, with awards based on best value to Metro.

Contractors must submit SOQs electronically through BidNet with a cover letter, contact information, and current hourly equipment and labor rate schedules. Metro will evaluate applications based on contractor qualifications, responsibility, and financial ability. Performance and payment bonds equal to 100 percent of the Work Authorization amount are required for projects $150,000 or greater; no bonding is required for Work Authorizations under $150,000 or less than four months in duration.

Selected contractors must comply with Metro's standard JOC contract language except for allowable exceptions to Article 6 (Payment) and Paragraph 7.02 (Bonds and Insurance), which must be specifically identified in the SOQ submission. Contractors must meet Metro's policies regarding safety, security, substance abuse, non-smoking, and equal opportunity. SOQ applications must remain valid for a minimum of 60 calendar days from the due date.

The Requests for Information deadline is September 4, 2026. Contractor selection and ranking occur October 19–21, 2026, with board action on agreements expected November 17, 2026.
