About this opportunity

Leon County Board of County Commissioners is requesting proposals for civil engineering surveying services on an as-needed basis for small to medium-sized projects under RFP BC-2026-021-H, with proposals due July 21, 2026 at 2:00 p.m. and a question deadline of June 23, 2026 at 4:00 p.m. The County intends to establish agreements with multiple qualified surveying firms, with the top three responsive and responsible firms selected for fee and wage rate negotiations.

All surveyors must be licensed to practice in Florida and comply with County survey codes. The scope includes boundary surveys, construction stakeout, design surveys, record drawing surveys, legal descriptions and sketches for easement and right-of-way acquisitions, and expert witness services in support of property acquisitions. Projects are limited to construction values not exceeding $7.725 million, with studies capped at $500,000; historical project values typically range from $250,000 to $1.5 million.

The initial contract term is three years with two optional one-year renewal periods for a possible total of five years. The anticipated agreement execution date is January 1, 2027. Work assignments follow a three-step administrative process: County staff reviews scope with the selected consultant, the consultant prepares a detailed scope and fee computation based on approved hourly rates, and County staff issues a Notice to Proceed and purchase order upon approval.

Evaluation uses weighted scoring: firm's professional personnel (20 points), relevant experience (25 points), firm's approach to projects (30 points), State of Florida Certified Minority Business Enterprise status (5 points), local preference (5 points), willingness to meet schedule and budget requirements (5 points), current and projected workload (5 points), and project team location (5 points). The County reserves the right to award multiple contracts and reject all proposals. Distribution of work among awarded firms is at the sole discretion of the Public Works Division. All proposals must be submitted electronically through the Leon County OpenGov procurement portal.
