About this opportunity
Leon County Board of County Commissioners is requesting proposals for civil engineering services on subdivisions and site development projects under RFP BC-2026-021-I, with proposals due July 21, 2026 at 2:00 p.m. and a question deadline of June 23, 2026. The County intends to execute agreements with multiple qualified firms on an as-needed basis and will award contracts in whole or in part at its discretion.
All professional services must be performed by individuals licensed to practice in Florida under Title XXXII F.S. and in compliance with the Consultant's Competitive Negotiation Act (CCNA). The County endeavors to meet Minority Business Enterprise procurement goals and encourages certified firms to participate. Preference points are awarded to firms with offices in Leon, Jefferson, Gadsden, or Wakulla Counties.
The scope encompasses engineering services for residential, commercial, and mixed-use subdivisions and site development projects subject to Leon County Development Support and Environmental Management Department or City of Tallahassee Growth and Environmental Management Department review. Services include roadway design, stormwater engineering, utility coordination, structural engineering, landscape architecture, tree mitigation, and related services, including assistance to County staff. Firms must have on staff or as sub-consultants the resources necessary to provide all services related to these work items.
The initial agreement period is three years with two optional one-year renewal periods, for a possible total contract term of five years. Projects are anticipated to have construction values not exceeding $7.725 million, with studies capped at $500,000; most past projects have ranged from $250,000 to $1.5 million in construction cost. Pricing will be negotiated with the top three ranked firms based on hourly rates and fee schedules submitted for specific work assignments. The County will issue letters of authorization and purchase orders for each work assignment.
Evaluation uses a weighted scoring system: firm's professional personnel (20 points), relevant experience (25 points), firm's approach to projects (30 points), and other factors including schedule and budget capability, workload availability, project team location, MBE certification, and local preference (25 points combined). The anticipated agreement execution date is January 1, 2027. Insurance requirements, E-Verify employment eligibility verification, drug-free workplace certification, and various compliance affidavits are mandatory.
