About this opportunity
Leon County Board of County Commissioners is requesting proposals for civil engineering services focused on stormwater engineering (RFP BC-2026-021-A), with proposals due July 21, 2026 and questions due June 23, 2026 at 4:00 p.m. The County intends to establish master service agreements with multiple qualified firms on an as-needed basis.
The scope encompasses basin master plans, FIRM modifications, watershed retrofit design, habitat restoration planning and design, NPDES permit support, TMDL analysis, stormwater facility retrofit design, drainage system improvement analysis and design, permit acquisitions, third-party design review, expert witness services, and general assistance with large-scale stormwater issues. All services must be delivered by professionals licensed to practice in Florida under Title XXXII F.S. and in compliance with the Consultant's Competitive Negotiation Act (CCNA), Section 287.055 F.S.
Projects shall not exceed $7.725 million in construction value; studies shall not exceed $500,000. Work is administered through a three-step process: County staff describe scope, the consultant prepares detailed scope and hourly-rate fees, and County staff issues a Notice to Proceed and purchase order upon acceptance.
The initial agreement period is three years with two optional one-year renewals, for a possible total term of five years. Anticipated agreement execution is January 1, 2027. Work is performed for the Public Works Division of Engineering Services and potentially other County divisions in Leon County.
Evaluation uses a weighted scoring system: firm professional personnel (20 points), relevant experience (25 points), willingness to meet schedule and budget (5 points), current and projected workload (5 points), project team location (5 points), firm project approach (30 points), Certified Minority Business Enterprise status (5 points), and local preference (5 points). Local preference applies to businesses located in Leon, Gadsden, Wakulla, or Jefferson Counties. The County encourages participation from State of Florida Office of Supplier Diversity-certified firms. The County will negotiate fees with the top three rated firms if at least three responsive proposals are received.
