About this opportunity
Leon County, Florida is requesting proposals from qualified firms to provide environmental support services under RFP BC-2026-021-F, with proposals due August 10, 2026 at 2:00 p.m. and questions due July 17, 2026. The County intends to award multiple agreements and will negotiate fees with the top three rated firms. All professional services must be performed by individuals licensed to practice in Florida under Title XXXII F.S. and in compliance with the Consultant's Competitive Negotiation Act (CCNA), Section 287.055 F.S.
The scope encompasses technical and scientific investigations, environmental assessments, water quality monitoring, hazardous materials evaluations, archaeological assessments, landfill monitoring, remedial action plans, and environmental permitting support on an as-needed basis for small to medium-sized projects administered primarily by the Public Works Division of Engineering Services, though other County divisions and Constitutional Offices may request services. Projects shall not exceed a construction value of $7,725,000 per CCNA Section 287.055(g)1, with studies not to exceed $500,000; past experience indicates most projects have ranged from $250,000 to $1,500,000.
The agreement period is three years with two optional one-year renewal periods, for a possible total of five years, with anticipated execution January 1, 2027. Compensation is negotiated based on unit pricing rates; the County does not guarantee minimum work volume. Contractors must maintain General Liability ($1 million combined single limit), Automobile Liability ($1 million), Workers' Compensation per statutory limits, and Professional Liability/Errors and Omissions ($1 million per occurrence or claims-made with four-year tail).
Evaluation criteria are weighted as follows: Firm's Professional Personnel (20%), Relevant Experience (25%), Approach to Project (30%), Willingness to Meet Schedule and Budget (5%), Effect of Workload (5%), Project Team Location (5%), State of Florida Certified Minority Business Enterprise status (5%), and Local Preference (5%). Local preference applies to businesses maintaining a fixed office in Leon, Gadsden, Wakulla, or Jefferson County for at least six months prior to bid issuance. A drug-free workplace certification preference applies in tie-bid situations. All proposals must be submitted electronically through the Leon County OpenGov procurement portal.
