About this opportunity

The Kentucky Department of Fish and Wildlife Resources is requesting proposals for civil engineering services supporting Fee In Lieu of (FILO) mitigation and stream and wetland restoration projects across three geographical regions of Kentucky on an on-call basis through December 31, 2027, with proposals due October 20, 2026 at 12:00 p.m. ET. The department will select one vendor per region — North Region, East Region, and Southwest Region — each with an estimated budget of $1 million, though actual funding may vary based on FILO receipts and project needs.

Scope encompasses non-construction professional services including site identification, property surveys, easement acquisition, topographical surveys, permitting, NEPA and Section 106 coordination, biological assessments, engineering design, construction oversight, and post-construction monitoring for 7–10+ years. Individual project designs are expected within 4–7 months. Consultant teams must include a minimum of a civil engineer, stream and wetland restoration designer, aquatic biologist, land surveyor, and attorney — all architects and engineers must be registered in Kentucky.

Evaluation uses a two-step process. Initial shortlist scoring (100 points maximum) assesses firm experience in five disciplines (civil engineer, 10 points; stream and wetland restoration designer, 15 points; aquatic biologist, 12 points; land surveyor, 5 points; attorney, 5 points), past performance (30 points), ability to meet project schedule (15 points), geographical location (5 points), and work performed in Kentucky (3 points). Finalists advance to interviews on November 17, 2026, scored on regional presentation capability (50 points per region) plus statewide criteria for 150 points per region.

Respondents must submit a cover letter (maximum 4 pages), Federal Standard Form 330 Part II for the lead firm, proof of Kentucky registration, representative project lists, past FILO project experience, team compositions with resumes, evidence of minority business enterprise outreach efforts, current workload information, and resident bidder status affidavits where applicable. Written questions are due September 29, 2026 at 12:00 p.m. ET. A shortlist meeting is scheduled for November 6, 2026. Funding derives from the Kentucky Wetland and Stream Mitigation Fund (KRS 150.255) and requires USACE approval through the Interagency Review Team.
