About this opportunity

The City of Phoenix is requesting qualifications for a Citywide Civil Construction Job Order Contract to select up to three qualified contractors for on-call civil construction services, with qualifications due October 23, 2026 by 12:00 pm through the City's Procurement Portal, and a pre-submittal meeting scheduled for October 8 at 9:30 am at City Hall and via Microsoft Teams.

The City has established a Small Business Enterprise (SBE) goal of 10.5% for subcontracting on each job order and cumulatively throughout the contract term. Contractors must meet this goal annually and demonstrate good faith efforts on each job order; failure to comply triggers payment withholding of ten to one hundred percent on future payments, bid rejection for up to one year after contract termination, or contract cancellation. Only firms certified by the City of Phoenix under Chapter 18, Article VIII of the Phoenix City Code count toward the SBE goal.

Scope includes civil site improvements, earthwork, grading and drainage, storm drain systems, utility work, concrete and asphalt paving, landscaping, fence installation, signage, ADA retrofit work, and traffic control. Individual Job Order Agreements may not exceed $4 million in construction costs.

The contract term runs for 36 months or $15 million per JOC, whichever occurs first, with an option to renew for an additional 24 months or the balance of funds up to a total maximum not to exceed $25 million. Contractors must hold appropriate Arizona contractor licenses, provide current Experience Modification Rate (EMR) ratings, and submit bonding statements from A-rated or better surety companies. Performance and payment bonds equal to each Job Order proposal amount are required before agreement execution.

The SOQ evaluation is qualifications-based with five weighted criteria: General Information (150 points), Experience and Qualifications of the Firm (250 points), Experience of Key Personnel (250 points), Approach to Performing Required Services (350 points), and Reference Checks (21 points). SOQs are limited to 10 pages. Selection notification is anticipated for mid-November 2026, with a JOC workshop scheduled for late November. Monthly compliance reports are due by the 15th of each month via the City's online database at https://phoenix.gob2g.com.
