About this opportunity

The Minnesota Department of Transportation (MnDOT) intends to purchase hardware rental and web-based software subscription for pothole detection, analysis, and documentation from CityRover under a single-source procurement, with questions or objections due by July 28, 2026 at 2:00 PM Central Time.

MnDOT has determined that the CityRover hardware and Edge web-based application represent the only commercially reasonably available commodity product for its operational requirements. The determination follows a one-year trial of CityRover equipment and proprietary Edge subscription, supplemented by research across peer state agencies, industry conferences, and direct vendor outreach. The equipment and software are used by MnDOT's Metro District Maintenance Section to support pothole detection, analysis, and documentation on the Trunk Highway system, with integrated capabilities essential to safe and efficient maintenance operations.

This is a notification of single-source intent only; no solicitation documents are available for download. Concerns regarding the sole-source determination may be raised with Michael Brainard at michael.brainard@state.mn.us or the MnDOT Helpline at 651.296.2600 (MN Relay Service: 711 or 1.800.627.3529) or fax 651.297.3996.

Opportunity text

This is a single source posting notification; there are no solicitation documents for downloading. This is not a Request for Bid (RFB) or Request for Proposal (RFP). The Minnesota Department of Transportation (MnDOT) intends to purchase hardware rental and web-based software subscription for pothole detection, analysis and documentation from CityRover. This agreement will include continued access to product services and documentation necessary for ongoing operations. The CityRover equipment and Edge application is an essential toolset used by the Minnesota Department of Transportation (MnDOT) to support operational and maintenance functions throughout the Metro District Maintenance Section. Its integrated capabilities enable safe, efficient and effective execution of maintenance, analysis and documentation. Key areas of use include pothole detection, analysis and documentation on the Trunk Highway system. MnDOT has over the last year been on a trial using the CityRover hardware and proprietary Edge subscription. Additionally, internet research and ongoing communication with peer state agencies, industry vendors at conferences, and through direct outreach consistently support this determination. MnDOT determined that the CityRover hardware and EDGE web-based software is the only commercially reasonably available commodity product. For these reasons MnDOT has determined this to be a single source procurement. If there are any concerns regarding this single source opportunity, contact Michael Brainard at michael.brainard@state.mn.us before July 28, 2026, at 2:00 PM Central Time.
