About this opportunity
The City of Rifle is requesting proposals from qualified consulting firms to develop a comprehensive Downtown Wayfinding & Signage Master Plan, with proposals due September 21, 2026, and a mandatory pre-proposal meeting on September 1, 2026. Local preference provisions apply, with primary preference given to City of Rifle vendors and secondary preference to Garfield County vendors based on contract amount.
The scope requires evaluation of the City's existing wayfinding system; design of a cohesive family of signage reflecting Rifle's western heritage and community identity; identification of strategic sign locations; and preparation of implementation-ready design and construction documents. Deliverables include community and stakeholder engagement (minimum three public-facing engagements and three board meetings), existing wayfinding inventory and analysis, two to three conceptual design alternatives, sign location and implementation planning, phased implementation strategy with cost estimates, and a final Master Plan with bound hard copies, digital files in multiple formats, and presentation to City staff and boards. Qualifying firms must have experience in public engagement processes and master planning for publicly owned parcels.
Proposals will be evaluated on scope of proposal (0–20 points), previous experience on similar projects (0–20 points), timeline and schedule (0–10 points), implementation plan (0–20 points), community and stakeholder engagement approach (0–15 points), and price and fee schedule (0–15 points). The proposal must not exceed 12 pages single-sided or 6 pages double-sided, excluding resumes and attachments, and must include a cover letter with price quote, qualifications statement, approach and plan, proposed timeline, information on sub-consultants, detailed fee schedule as a lump sum, and at least three references.
The anticipated project start date is September 2026 with completion by December 2026. Notice of Award is anticipated for October 7, 2026. Questions must be submitted by September 14, 2026, at 12 p.m. The selected contractor must carry comprehensive general liability insurance with a minimum of $1 million per occurrence and comprehensive automobile liability insurance with a combined single limit of at least $1 million, naming the City as an additional insured.
