About this opportunity
The City of Scotts Valley, California, is requesting proposals for landscape maintenance services covering City-owned facilities and street medians under a three-year contract commencing September 1, 2026, with proposals due September 4, 2026, at 9:00 p.m., and a question submission deadline of July 31, 2026.
The scope encompasses five service areas: Scotts Valley Branch Library (54,060 sq. ft.), Community Center (69,696 sq. ft.), Senior Center (23,143 sq. ft.), Wastewater Treatment Plant (114,079 sq. ft.), and approximately 24 landscaped street medians along Mount Hermon Road and Scotts Valley Drive totaling approximately 5.99 acres. Services include irrigation system management, turf maintenance, pruning, weed control, debris removal, seasonal plantings, and traffic control for work in public right-of-way areas. Electronic submission is required through the City's OpenGov Procurement portal.
Six equally weighted evaluation criteria (16.7% each) govern award: experience and qualifications, project scope understanding and approach, demonstrated ability to complete similar projects on time and within budget, public engagement and stakeholder coordination experience, references, and contract fees. Pricing shall be submitted as monthly line-item costs for each of the five service areas for 12-month periods. The City will negotiate a contract based on fair and reasonable compensation as determined by City staff, benchmarking against fee proposals from competing consultants.
Consultants must comply with the City's Standard Form Professional Services Agreement, including insurance requirements, and demonstrate adequate staffing, equipment, technical and financial resources, a satisfactory performance record, and Equal Opportunity Employer status. The City reserves the right to terminate the contract at any time with 15 days' written notice, with payment due for all accepted work through the termination date. The contract includes options to extend services for up to two additional years beyond the initial three-year term. Responses to submitted questions will be posted by August 10, 2026.
