About this opportunity
The City of Compton is requesting qualifications and proposals for comprehensive City Attorney services under RFQ/P CM-26-002, with sealed proposals due November 12, 2026 at 5:30 p.m. PT. The selected firm or sole practitioner must designate one individual as City Attorney, appointed by and serving at the pleasure of the City Council, and hold a California law license with a minimum of ten years of municipal law practice experience, active State Bar membership in good standing, and professional liability insurance at $2,000,000 per claim.
The scope encompasses all duties mandated by the City Charter Section 702, including representation of the City Council and municipal officers, attendance at all regular and special City Council meetings, approval of bonds and contracts, ordinance and resolution review, prosecution of criminal cases for Charter and ordinance violations, and full-time availability during business hours. Services span general municipal legal advice across land use, environmental law, public contracting, labor and employment, municipal finance, water law, gaming law, risk management, elections, and code enforcement, aligned with the City Council's strategic priorities in fiscal stability, infrastructure renewal, economic development and housing, community safety, environmental justice, civic engagement, and ethical governance.
The City currently maintains approximately eighty-six active legal matters distributed across ten outside law firms. Proposers must submit a detailed transition plan for assuming and consolidating this existing caseload within ninety days and provide three to five municipal references from similarly sized California cities served within the past five years. Contract term, renewal structure, and termination provisions will be established during negotiations with the selected firm, subject to City Council approval. Proposals must include a two-step evaluation process with qualifications and approach scoring completed before cost proposals are opened. Written questions are due October 29, 2026 at 5:30 p.m. PT, and an addendum will be released November 3, 2026. Proposals must remain valid for ninety days from submission. All communications during the black-out period are restricted to written exchanges with Purchasing Manager Cameron Redic at (310) 605-1439 or credic@comptoncity.org.
