About this opportunity

The City of Ann Arbor is seeking a qualified consulting firm to develop a Circular Economy Action Plan through a competitive Request for Proposal (RFP #25-23) issued by the Office of Sustainability and Innovations. The primary objectives include creating a comprehensive Business/Institutional Engagement Strategy, facilitating meetings with local businesses and institutions, producing an engagement report, and writing a final Circular Economy Action Plan. Deliverables will synthesize insights from both business/institutional engagement and concurrent resident advisor engagement work. The RFP was posted on April 21, 2025, with a pre-proposal meeting scheduled for May 6, 2025, and proposals due by 2:00 p.m. local time on May 29, 2025. The selection process will involve a point-based evaluation of proposals, with potential interviews scheduled for the week of June 8, 2025. Evaluation criteria will focus on the firm's technical approach, expertise, and ability to comprehensively address the city's circular economy goals. The contract will be valid for two years, with the city anticipating a single award.

The procurement appears open to all qualified consulting firms, with no specific set-aside designations mentioned. Proposing firms must comply with the city's non-discrimination and living wage ordinances, with current living wage rates set at $17.08 per hour for employers providing health care benefits and $19.04 per hour for those not providing such benefits. Contractors will be required to provide various insurance coverages, including professional liability, commercial general liability, and workers' compensation insurance. The project is funded through a grant from the Michigan Department of Environment, Great Lakes, and Energy (EGLE), though specific budget details are not explicitly stated in the available documentation. Compensation details will be submitted in a separate sealed envelope, with pricing to remain firm for the two-year contract period. The selected vendor will need to demonstrate expertise in circular economy strategies, business engagement, and comprehensive action plan development, with the ability to work collaboratively with city officials and local stakeholders.
