About this opportunity
The California Department of Highway Patrol is soliciting bids on landscaping services for its Northern Division Office in Redding under a Small Business Bid (SB BID) procurement, with bids due October 1, 2026, and a mandatory walk-through on September 10, 2026. This acquisition is limited to Department of General Services–certified Small Businesses, a restrictive set-aside that filters all bidders.
The scope converts the existing landscape at 2485 Sonoma Street, Redding, to a low-water-use design compliant with Governor's Executive Orders N-10-21 and B-18-12. Work includes removing approximately 24,025 square feet of turf grass and dead vegetation, converting the existing sprinkler irrigation system to commercial-grade drip irrigation, installing decomposed granite and mulch ground covers, constructing a vegetated stormwater retention swale, and planting 500 California native plants. All work must be completed within 45 working days during normal business hours (Monday–Friday, 8:00 a.m. to 5:00 p.m.) with a two-year equipment and labor warranty and 90-day plant guarantee.
Bidders must hold a valid Contractors State Licensing Board C-27 Landscape Contractor License and be registered with the Department of Industrial Relations under Labor Code Sections 1770, 1773, and 1773.1. Prevailing wage rates under California Labor Code provisions apply. A payment bond equal to 100 percent of the contract value and proof of liability insurance meeting specified requirements are required before contract execution.
The contract term runs from November 1, 2026, through October 31, 2027. Pricing is submitted on a lump-sum basis for all services. Award goes to the lowest responsive and responsible bidder under Government Code Section 14838.7 for contracts between $5,000.01 and less than $484,000. Questions are due by September 24, 2026. The contractor bears all costs including labor, materials, equipment, transportation, taxes, insurance, bonds, and permit fees, with payment made in arrears upon completion and final inspection.
