About this opportunity

The City of Phoenix Housing Department is requesting sealed bids for chiller and boiler system maintenance services across multiple City-owned housing properties under IFB FY27-086-03, with offers due August 24, 2026 at 4:00 p.m., and a pre-offer conference and site visit on August 5, 2026 at 9:00 a.m. and 9:30 a.m. respectively.

The contractor must hold an Arizona Registrar of Contractors license and NBIC Code "R" Stamp authorization for pressure-retaining item repairs — the primary capability filters. The contractor must also have been in continuous operation for a minimum of five years.

Scope includes preventative maintenance following all manufacturer recommendations, monthly chemical testing with written reports delivered within two business days of service completion, work order completion, and 24/7 emergency repair services with four-hour on-site response at no additional charge. The contractor must provide a two-year warranty on all parts and labor and a five-year warranty on repairs and replacements. Services are performed at multiple City-owned housing properties including homes, duplexes, apartments, and senior buildings throughout Phoenix.

The contract term is five years beginning on the Commencement Date with no extension options. Prices must be firm and fixed for the initial one-year period; annual price increases are permitted thereafter upon written request with 60 days' notice and supporting documentation, subject to Chief Procurement Officer approval. Labor rates are subject to Davis-Bacon requirements. The contractor bears all costs for background screening at the Maximum Risk level, City-issued badges at $55 per application, vehicle air conditioning compliance monitoring, and heat safety plan implementation. No advance payments are authorized; reimbursable charges are paid at actual cost with original invoices. Written inquiries are due August 7, 2026 at 4:00 p.m. The City reserves the right to award by individual line items, issue multiple contracts, or reject all offers.
