About this opportunity
Charlotte Area Transit System (CATS) is soliciting proposals for unit paving and repair services, including installation and replacement of clay brick pavers, precast concrete pavers at light rail stations and bus stops, and precast truncated dome pavers at accessible ramp areas, with proposals due October 22, 2026 at 2:00 p.m. EST. The City of Charlotte has established a Small Business Enterprise participation goal under the Charlotte Business INClusion (CBI) Program; contractors must track and report all subcontractor and supplier payments through the InclusionCLT system and obtain City approval for all subcontractors.
Repair work is primarily concentrated at Blue Line stations and platforms, with secondary work at Gold Line facilities, bus stops, and transit facilities. Estimated year-one usage is 40–50 pavers. Work is performed under task orders with no minimum task order requirement; the contractor is responsible for product purchase, handling, and installation on project work, while CATS will purchase surplus product for minor repairs. The contractor must respond to repair or replacement needs within 48 to 72 hours of notice.
Performance is in Mecklenburg County (Charlotte area) and Cleveland Town. The contract structure and term are not specified in the source. Evaluation criteria are qualifications and experience, approach (including ability to stock pavers and meet task order timelines), and cost effectiveness and value. The non-mandatory pre-proposal conference is scheduled for September 24, 2026 at 2:00 p.m. via Microsoft Teams. Written questions are due October 1, 2026 at 5:00 p.m. EST through the Bonfire e-Procurement Portal. The evaluation period runs October 23 through November 10, 2026, with contract award requiring City Council approval. The contractor must provide evidence of insurance meeting or exceeding contract requirements and maintain the City as a third-party beneficiary in all subcontracts.
