About this opportunity

The City of Charlotte is requesting proposals for preventative maintenance and repair services for boiler and chiller systems across Charlotte Area Transit System (CATS) facilities under RFP# 269-2027-1769, with proposals due October 15, 2026 at 2:00 p.m. and a non-mandatory pre-proposal conference on October 1 at 2:00 p.m. via Microsoft Teams. Equipment includes Trane, Pulse, Aalon, Carrier, and Lochinvar chillers and boilers; services require certified technicians with access to proprietary parts. The City has established a Small Business Enterprise (SBE) participation goal under its Charlotte Business INClusion (CBI) program; vendors must complete CBI Form 3 and submit Letters of Intent within three business days of City request.

Scope covers seven CATS facility locations with maintenance schedules including 12-month and 24-month boiler maintenance cycles, 6-month chiller and mini-split system maintenance, and services at parking garages and substations. Deliverables include routine and planned maintenance, 24-hour emergency response within two hours of notification, system inspections, installations, training, and documentation. Vendor qualifications require North Carolina licensure and insurance, technicians with a minimum five years of commercial boiler and chiller maintenance experience, EPA Section 608 and NATE certifications, and building automation systems expertise. Vendors must provide three to five client references and disclose any litigation, terminations, or discrimination complaints within the past two years. All personnel must comply with Roadway Worker Protection training requirements and facility appearance and conduct standards.

Pricing structure requires lump-sum amounts for each maintenance tier and hourly labor rates for weekday, after-hours, weekend, and holiday on-call repairs, with separate material markup or discount percentages. The City reimburses labor, materials, equipment, and incidental costs through negotiated rates; premium or overtime rates are prohibited unless explicitly listed in the price schedule. The initial contract term is three years with two optional one-year renewal periods. Anticipated City Council award is December 14, 2026, with services commencing January 1, 2027. Written questions are due by 2:00 p.m. on September 30, 2026 (before the conference) and October 6, 2026 (after the conference).
